Governing a people through exemplary behavior alone is impossible. As Ovid notes, what is avoided only out of fear of disgrace has already been done. And as Seneca observes, no constitution exists without elements of deception. To address problems, everything needed to present an appealing image is added to the narrative of origins. Patient citizens can be guided through stories and the relocation of constitutional assemblies to a symbolic, almost celestial, plane. Every state has at least one god at its head. When the state falters, it calls upon its god(s). As Cicero reminds us, tragedians invoke the gods when they cannot untangle the knot themselves. Take seriously those who fear responsibility, and recognize that what is necessary is not inherently corrupt.
